But I am interested in how I might be able to set a VO-IP integrated site, that would have a number dedicated to it, similar to how http://www.saynow.com has theirs set up where they have a assigned number that is clearly networked with their computers. Would I have to contact a telephone voip service provider to do something like this? If so could you possibly point me in the right direction.

Without being churlish, you need to read through the whole forum section on 'Click to Call' there are lists of vendors and providers and lots of discussion on the viability of each. You will need to choose one that fits your particular requirements, works with the equipment you prefer to use and suits your budget so the choice is very personal.
