The box does include voltage conversion as it requires connection of the 5V charger to work. The program is a flash utility that came from what was Lucent Microelectronics (since renamed, reshuffled, and mostly gone) who provided the DSP and original RF parts of the phone.

Ths phone uses Wind River's VxWorks as an operating system - though that probably does not matter as the flash tool and software are what is needed. It is likely that anyone who has one has both.

The phone can be reloaded via its USB, without taking it apart, but it needs a software tool as well as an adapter. The adapter goes from a PC serial connector to a small box, to a min-USB. It was intentionally designed not to use a "standard" USB to mini-USB cable to keep locked (Vonage) phones locked.

Sounded like the mini USB port you explained above is a serial-console port that is based on a 3.3VDC.

Quote:
There are a few people around who had the tools from when these phones were sold, and UTStarcom reflashed phones in NJ (they did not reflash Vonage phones to anything other than Vonage software), though I don't know if there is anyone who will still do that.

If the mini USB port you mentioned above is a serial-console port, then all one needs is a USB/Serial-console cable and a serial communication program with and/or without a VT100/ANSI terminal emulation to interface with and/or reprogram the device.

That could be - though gaining access to the phone is a step easier than flashing it.

Does this mean one can just directly plug this device to a USB port on a computer?

No - you can't just plug it into a PC and expect it to do anything other than charge. It needs the box to convert from the serial connector on the PC to mini-USB, with the 5.2VDC charger connected to the box.

As an alternative, you can use a USB to serial cable, then connect the box to that (it will also work with a USB to serial port hub for lots of phones). However, it will not work with just a straight USB-mini-USB cable.

To load the phone, you need a flash software tool originally provided by Agere (once AT&T Microelectronics, then Lucent Microelectronics, then Agere, now merged into someplace else). Anyone who has the adapter box likely has the software to go with it as well. The VXWorks interface does not help as from as "unbricking" as VXWorks is not running when the phone is bricked. You need to low level processor interface, which came from Agere, along with the WiFi radio and DSPs.

Is there anyone on this Earth who can get the software for reflashing the Utstarcom f1000 phone?
I could built a serial port cable, which connnects to the phone, but still I havent got the software, it just waste of time.
Thanks
