I would like to know how it is done to make a website that is like snakesonaplane.com, where a user can send someone a recorded message to someone elses phone. Also- is it possible to charge the receiving person for the call?

Hi mconnors and welcome to Voipuser

Many mobile phone providers offer the facilty to be able to forward a short message to another mobile user, both as an audio file or as an audio+video file (MMS). It is not (yet) widely explored as a web initiated activity but if you found it on a film promo site then it will certainly be something that web designers are incorporating and you can be sure you will see more of it. Remember though that someone somewhere will be paying for the facility, in this case the film promoters - its not a free thing. Remember too that someone may be harvesting all the phone numbers entered and selling the list !

It's not possible to charge anyone for receiving a message or a call without getting their agreement first. So the answer to the second part of the question is 'not really'.
