At the risk of a mass chorus of "Nooooooo!" I wonder whether Microsoft Virtual Server 2005 (MSVS) (now that MS will let you have it for free) hosting Asterisk@Home, Trixbox, or Linux/Asterisk would fit the bill.
FWIW, I got both AAH 2.8 and Mandriva 10/Asterisk 1.2.9 to run under MSVS - but I didn't try anything more than a few local calls.

Both SER and openSER are open-source so could be ported to Windows.

It just makes no sense to run any SER and/or OpenSER through a virtual machine if you can download its source code and port it to the native machine. |

You could try AsteriskWin32. I gave my first steps in Asterisk using this product.

FreeSWITCH has a Windows port. Probably your best bet. Otherwise, your options are using a VM. |

I was wondering if you have considered 3cx for windows? it works well. Another possibility is the AsteriskWin32 that happens to be a native port for Microsoft Windows.
