Google rolled out a bunch of new stuff yesterday, but this is perhaps the most relevant bit here:-

We already know they're working in the WiFi space. It would be fantastic if these click-to-call mechanisms could use SIP over community based or City sponsored WiFi connections, effectively connecting searcher and supplier for free.
