You have basically 4 choices when choosing an IP system. First is buying from the more traditional manufacturers such as Avaya or InterTel. Second from a manufacturer that has its on proprietary hardware and software such as Cisco or Zultys. Third are the companies who utilize Asterisk and 3rd party hardware but have written their own software integration piece. (These companies will supply you technical support on their product.) Lastly you could "build your own" and utilize Asterisk on your own Linux box. I wouldn't recommend that route unless you have someone who has built numerous systems. Don't forget there are always the hosted IP PBX companies as well. I'm not sure where you could get a comparison of the different systems, but I'm sure you can Google it. Here are some manufacturers to look at: Traditional Mfg's: InterTel, Avaya, Mitel,
Proprietary: Shoretel, Cisco, Zultys
Asterisk Based: Switchvox, Fonality
Hope this helps

Sound advice.

| Find a provider that offers QOS and/or lower contention. |
This would be IMO, the easiest way to get this done.
Try iTEL-ip. They even offer ADSL (in some areas) I think for less than $200/mo.
The only way you can get QoS with a hosted provider is if they have a private IP network so your calls arenet routed over the public internet. Its not your speed thats the problem (likely) its that your ISP and your Hosted PBX provider arent the same company/network.
There are others but iTEL-ip is the first that comes to mind, they have very nice features too (like in and outbound faxing for everyone) and national presence.
Good luck.
