Possibly Tesco only allow you to use their client so you must pay their rates to call out and be their client. Otherwise voip may be blocked.

The Tesco system uses IAX and not SIP

There have been quite a few discussions about this elsewhere in the forum and its worth going back and doing a quick search for 'Tesco' and some extra reading.
