I just bought an Unlocked Linksys PAP2-NA. Would I have to subscribe to a VOIP service provider to use it to call other Linksys PAP2 NA devices? Or is it configured to just plug and play?

You just bought yourself a non-provisioned ATA device. As such, it needs to be configured with a VoSP (Voice Service Provider) account in order to use it.

You will need to subscribe to a Voip service provider to call other VOIP services or PSTN numbers.

In my book 'plug and play/pray' has always been a bit of a misnomer, perhaps even moreso with Voip devices as there are lots of network settings to ensure are correct, ports to open etc to achieve connectivity. You could set up the device to communicate directly with another device by putting in IP addresses. Much easier to use a VOISP and call using an allocated number - calls within the same network and to many other associated networks are free.

You can use the PAP2 to call IP to IP but setting it up to do that requires a little care. To get started the easy way you need an account with a voip provider Voipuser will do or one of the many others available. If you search around you will find instructions for setting your device up eg.

For voipuser that the proxy is sip.voipuser.org and the STUN server is stun.voipuser.org

Now I realize how far behind I am. Now I need to start reading to find out what a SIP is and what a STUN is. It looks like the link you provided will be of great benefit once I get the jargon down pad.
