We're set up with the freephoneline.com phone line and have been pretty satisfied with it up until about a week ago when we stopped receiving incoming calls. We can make outgoing calls perfectly fine but all incoming calls go directly to voicemail without ringing. After contacting the people at freephoneline numerous times, they told us that port 5060 is closed and that we have to call Rogers to get them to open it. We've called rogers and even changed the router but Rogers says that the port is open. I'm new to this voip thing and am not sure how to fix this problem.

Welcome to Voipuser forums.

If you phone did work for incoming calls and now does not then something must have changed. Perhaps Rogers have "upgraded" your modem/router or you have added some other device to your network that uses port 5060. You can try forwarding ports 5060 and 8000 -8010 UDP to your phone if you have not already done so.
