Hi
I would like to learn VOIP to build a new web telephony system. Could any one recommend which course I have to do, please. I got some IT experience.

Try http://en.askedu.net/Australia/VoIP_1.htm and find one that looks like it might work for you

You will find that while there are theoretical degrees from universities and technology specific from a manufacturers, there are no recognised equivalents to the more practical 'I can do it!' City and Guilds.

You might be better advised to follow the route most of us have taken, dig up some software and a PC and teach yourself?
