When I was in Kenya 10 years ago you could get minutes on your phone for a very low rate in the internet cafes. You told the number you wanted to call and your own mobil. When your mobil rang abd you picked the phone was ringngin in the other end and your account was not charged for this.
What kind of setup was this? Was it with Skype?

Skype wasn't around 10 years ago.

Would have been custom built.
