Reverse Lookup for VOIP Possible?

Hi,

I'm having a problem with a scammer who is abusing and would like to locate his actual country to file a report.

I have two questions...

1. Is there somewhere to enter a VOIP phone number to get a "reverse lookup" to the actual landline or mobile number it forwards to. Or, at least the country code?

2. Is there somewhere to enter a VOIP phone number to determine which VOIP company the number belongs to (e.g., GotVMail, etc)?

you'd get more reliable results by logging his IP address and using that for the lookup
