There were major problems today with both VOIP and internet services in the UK. According to knowledgable sources, the problem was due to ongoing faults with LINX, the London High speed backbone which ties in most UK ISP's

A graph showing traffic volumes in the LINK website shows traffic levels dropping through the floor just before noon on Friday https://www.linx.net/pubtools/trafficstats.html?stats=day. The problem was made worse as ISP's re-routed traffic away from LINX onto backup routes that were swamped.

Many VOIP users had either poor quality calls or had calls dropped.

Not a good day to promote VOIP reliability unfortunately.

Since then my VOIP still does not work to make calls to the USA. It works fine within Europe. I wonder what happened?

I was in the UK at the time and online using voip. The internet became completely unresponsive for a while. However, everything seemed to be back to normal when I logged in a little later and I was able to call Canada. Did you change anything when you had problems? Did your ISP change anything? What voip provider are you using for calls to the US?
