Asterisk Advanced Dialing Rule

hi i would like to setup and advanced dialing rule, that if a call from a pstn line, cant be routed to either of my to sip extension numbers, the pbx will then automaticly route the call out via sipgate to my pstn line, is this possibul

and if so how would i go about setting this up
