The rates for Philippines seem to hover around $0.14 U.S. Does anyone know a SIP provider that has low rates for calling Philippines?

Local distribution in the Phillippines is seemingly price controlled from within the country by the local telcom companies, no SIP provider will therefore be able to buy minutes much cheaper than any other and the rates are unlikely to vary much between one and another.

If you call one particular number there regularly then the best be will always be to set up a local broadband connection and do everything SIP to SIP for free. Also take a look at using Skype.
