According to an article on the BCS site, the VoIP adoption rate in smaller firms now exceeds that for larger firms....

I think he's correct in as much as small businesses have been late adopters of voip. This is partly down to cost and having the internal skills and drive to change what they have.
In small business there is an intrenched view of if it aint broke dont fix it, and also unlike SME and Enterprise equipment isnt changed just because its 3 or 5 years old.
You just have to look at ebay and the amount of second user panasonic kit doing the rounds.
Its good to see its changing and this in part is due to the rise of the cheap IPPBX.
