OFCOM has now mandated changes to the way 0870 numbers work. As of February 2008, the owner of the 0870 number will be charged 1p/min for an inbound call.
Given the normal practice of voip ISP's to dole out 'FREE' 0870 numbers to users, this is going to be a real headache.
Further, 0845's are also in the cross hairs, but no decision yet.
Oddly, no change for 0844's and 0871's though they (0871's)will now be classified as premium numbers.

This has been common knowledge for a couple of years now, The 2008 date was published in 2006 to allow users to move over in good time. The 0845 consultation starts this month till march, but most users are already moving away now as the share will dwindling.

I'm aware it's not new news, but why are 0870's still FOC on many VOIP ISP's? Haven't they heard the news?

They're probably just riding it out while the riding is good
We've got a system in progress where all VoIP User 0870 numbers will get switched to 0871 but with the last 7 digits remaining the same. Just trying to get those ranges allocated... |

Will the converted numbers be reachable from outside the UK? That has always been a problem with 844 and 871. over the last 6 months I have also found that an increasing nukmber of carriers will not connect to 70.
I am sure going to miss the 845 and 870 if I can not use the replacements for calls from around the world. It is going to become really hard for me to keep a positive status on my account for outbound. |

Depends on the network provider of the 087 number. Some N.P 087 numbers can be called from abroad (Affiniti is one that I know).
As for 070 numbers almost all N.P are dropping them due to icstis rules becoming draconian.
The ofcom ruling about 0870 changes has been delayed indefinitely now. So has the 0871. |

It depends far, far more on whether the originating network has the number range open. Only now can 0845 and 0870 numbers be dialled from most networks in the world.
It will take quite a while for the same penetration to be reached for 0844 and 0871 ranges. Why would any operator want to open ranges that appear to be used primarily for dialthrough and one of which will be subject to regulation by PhonepayPlus (ICSTIS as was)?
For guaranteed access the only 'safe' ranges to use are the geographic ranges i.e. 01 and 02 - NOT 03.
I'm afraid that Ofcom have shown that they are totally clueless. |
