Font utility needed

Don't know if anybody can help, but the problem seems to be confounding Xerox so there is nothing much to loose.

I am looking for a font creation tool that will allow graphical images to be inserted in the place of standard characters, then create a PCL(6) soft font that may be uploaded to an HP compatible printer, ideally from a VAX server

There are a lot of tools that allow you to build fants by spotting little glyphs, but these are not suitable. I need to load quite large logos- 120x40 pixel
